Pennsylvania has operated a lottery since 1972, with the proceeds going towards funding programs for the state’s elderly population.
In December 2011, the US Department of Justice specified that the Wire Act only applied to sports betting, allowing online lottery sales to move forward.
Pennsylvania lawmakers passed a comprehensive gambling expansion bill in October 2017, which allowed for the legalization of online lottery sales. The PA iLottery officially started on June 1, 2018.
In the fiscal year 2018-19, the PA Lottery generated over $1.14 billion in funds for programs benefiting older adults in Pennsylvania, with support from the PA iLottery.
The Pennsylvania Department of Aging relies on lottery sales for 78% of its budget, while the Office of Long-Term Living receives 4% of its funding from the lottery. Programs such as shared and free-ride services for seniors are fully financed by the PA Lottery.
The Gaming Oversight Committee of the Pennsylvania House of Representatives has the responsibility of supervising the activities of the Pennsylvania Lottery, which includes online lottery sales.
